operations is performed depending on installation of
the developer cartridge.
1) When the developer cartridge is installed:
(The following high voltages are outputted.)

∗ Transfer charger voltage
∗ Developer bias voltage
2) When the developer cartridge is not installed:
The high voltage is not outputted and the main motor rotates only.
